Macomb County Community Services Agency (MCCSA) is a Community Action Agency providing a network of comprehensive educational, economic and social services to Macomb County residents in need to diminish the causes and effects of poverty. MCCSA was established in 1964 and strives to continually respond to meet the needs of the community and the people we serve.

MCCSA has programs for senior citizens like Meals on Wheels, Dining Senior Style, Senior Citizen Chore Service and Home Injury Control; emergency food assistance, utilities and housing through the Macomb Food Program and the Community Action Centers; free early childhood education through Head Start and Early Head Start; transportation services; first time home buyer assistance through the Individual Development Account (IDA) program; and home weatherization and energy education services through Home Preservation and Energy. History of Macomb County Community Services Agency

1964: President Lyndon Johnson signed the Economic Opportunity Act creating Community Action Agencies. Johnson envisioned a “great society in which every American has the opportunity to become self-sufficient.”

Macomb County Community Services Agency (MCCSA) was developed as a Community Action Agency as a result of the Economic Opportunity Act of 1964. MCCSA is a public, non-profit agency established by the Macomb County Board of Commissioners. Originally known as the Macomb Action Program, the agency was officially renamed in 1975 as Macomb County Community Services Agency.

Our mission is to provide a network of comprehensive educational, economic and social services to Macomb County residents in need. In pursuit of this mission, our team of dedicated, compassionate staff and volunteers will continue to diminish the causes and effects of poverty.

1965: Head Start is a free preschool program for three and four year old children from income eligible families. It began in 1965 as a summer program and in 1968 expanded to a traditional school year schedule. Head Start is focused on the overall goal providing quality school readiness services and supporting healthy development in low-income children while also addressing the needs of the family. The program addresses a range of areas including education, early childhood development, physical and dental health, nutrition, family assistance, and parent involvement.

1966: MCCSA’s three Community Action Centers are the intake points for a variety of MCCSA programs and also provide support and emergency services. The first Community Action Center opened in Warren in 1966. The Community Action Centers provide emergency assistance and referrals for income eligible families and individuals in need. Services include emergency assistance with utilities, rent and mortgages; tax preparation and filing; commodity food program registration; collaboration with other human service organizations; energy programs and education; and registration for other MCCSA programs.

1968: MCCSA’s first transportation fleet was dedicated in 1968. Through MCCSA’s Transportation division, Macomb County residents meeting eligibility guidelines have an opportunity to obtain rides to physician visits and other specific locations. MCCSA's vehicles are equipped with hydraulic lifts allow frail or handicapped people to be transported in their wheelchairs.

1974: MCCSA’s Senior Nutrition Program administers two programs that help Macomb County senior citizens meet their nutritional and social needs. These programs began in 1974. Meals on Wheels delivers hot meals to homebound senior citizens unable to prepare meals for themselves. Volunteers deliver meals Monday through Friday and on Thanksgiving, Christmas and Easter. Dining Senior Style provides an opportunity for seniors to have a nutritious, hot lunchtime meal as well as socialize with other seniors. Dining Senior Style sites regularly offer informational sessions, seasonal parties, and other activities.

1975: The Macomb Food Program was started in 1975 in recognition of hunger among families and individuals in Macomb County. The Macomb Food Program helps feed thousands of Macomb County residents in crisis each year. A network of neighborhood food pantries provides emergency food boxes to those in need.

1976: MCCSA’s weatherization program was established in 1976 in response to the energy crisis. MCCSA’s Home Preservation/Energy program completes a home energy audit and installs weatherization measures to improve energy efficiency and lower home heating costs. Improvements can save up to 30% on heat and utility bills.

1982: MCCSA's Senior Citizen Chore Service, which began in 1982, assists senior citizens with snow removal, grass cutting and minor repairs. The Home Injury Control Program is also a part of Chore Service and installs home safety devices and a limited number of temporary modular handicap ramps. Chore Service helps senior citizens stay independent and in their own homes.

2001: MCCSA’s Individual Development Account (IDA) Program began in 2001 and assists people with a down payment on their first home. Participants in the program make monthly contributions to a savings account and MCCSA matches these contributions. The combined savings account is used for the down payment and closing costs.

2010: MCCSA offers Early Head Start which provides year-round services, in either the home or at one of four local classrooms, for pregnant women and families of infants and toddlers 0-3 years old.

MCCSA receives funding from the Macomb County government, the United States Department of Health and Human Services, United States Department of Energy, Michigan Department of Human Services, Michigan Office of Services to the Aging, Michigan Department of Agriculture, Michigan Department of Education, and Area Agency on Aging, 1-B.
