These programs are administered on behalf of the Urban County of Macomb, which consists of 21 local communities, excluding the Township of Clinton and the Cities of Roseville, St. Clair Shores, Sterling Heights, and Warren, which receive their own CDBG funding, and Lake Township. In 2006, the Urban County joined with Clinton Township and the Cities of Roseville and Sterling Heights to form the Macomb HOME Consortium. This entity will assure HOME program funding for the three communities for the first time.

The Macomb Urban County receives Federal funding from the U.S. Department of Housing & Urban Development (HUD) to promote sound community development in participating areas of the County.

The "Home Repair Assistance" program offers up to $20,000 in deferred, interest free loans for eligible homeowners to make their homes "decent, safe and sanitary" as defined by federal housing quality standards and municipal code.
