HUD money expected to assist communities deal with home foreclosure

The Urban County of Macomb submitted its Neighborhood Stabilization Program (NSP) application to the U.S. Department of Housing and Urban Development (HUD) in early December for review and approval.  Macomb County expects to receive $9,765,375 from HUD to address foreclosures within 21 participating communities.  The application is currently under review by HUD.  A determination regarding proposed spending is expected in mid-February. 

The County’s proposal, adopted by the Macomb County Board of Commissioners in November, would allocate 40 percent of the funding anywhere in the Urban County jurisdiction.  The remaining 60 percent would, as directed by Congress, be applied within three target communities:  Center Line, Eastpointe and Mount Clemens.  Funds will primarily be used to assist eligible families purchase foreclosed homes and would also provide rehabilitation financing to make repairs necessary to ensure habitability of the homes purchased.  Limited funding is also available for demolition within the three target communities. 

The County’s proposal does not include activities in communities that are scheduled to receive their own NSP funding from HUD or the State of Michigan including Clinton Township, Roseville, St. Clair Shores, Sterling Heights and Warren.  In all, the total amount of NSP assistance available within Macomb County exceeds $20,100,000.
