The Macomb County Brownfield Redevelopment Authority was established as the centerpiece of an economic development strategy that steers development away from farmlands and other open spaces (“greenfields”) and promotes the reuse of older urban properties with existing infrastructure amenities. With the BRA in place, the Macomb County joins a host of local communities that have also chosen this approach to smart growth. MCPED serves as staff to the BRA and is its direct conduit to the development and business communities.
The Macomb County BRA’s primary function is to exercise its discretion to approve proposed brownfield redevelopment plans. Submitted by applicant companies or developers, through their environmental consultants, an approved plan allows an applicant to qualify for tax increment financing for the reimbursement of eligible development costs. Additionally, a BRA-approved brownfield plan provides an applicant the opportunity to secure a Michigan Single Business Tax credit equal to 10 percent of the eligible cost incurred for redevelopment activities, up to a maximum of $1 million.
